Summary
Chester County MH/IDD seeks an individual with strong organizational skills to provide supervision and support to a team of Supports Coordinators in the Intellectual Disabilities/Autism Supports Coordination Unit. This Unit is responsible for locating, coordinating, and monitoring supports and services for individuals with Intellectual Disability and/or Autism.
The ID SC Supervisor is responsible for conducting Supervision meetings, tracking and addressing staff performance, training and coaching staff, approving time off, reviewing and submitting payroll, and completing staff evaluations. Other duties include, but are not limited to, attending meetings, troubleshooting challenging situations, reviewing and submitting individual plans and other documentation, contributing to activities and initiatives to increase the unit's overall quality of service delivery, and covering cases in the absence of the Supports Coordinator.
Candidates should possess an intermediate skill level utilizing a personal computer and various software packages, especially the Microsoft Office suite and a variety of virtual meeting platforms in addition to excellent writing skills and basic math skills. Exceptional time management, organizational, and interpersonal skills are a must.
The successful candidate can manage multiple priorities, is proficient in engaging in and documenting professional interactions, and maintains focus in a very busy environment.
This position may require working outside of the core business hours. Valid driver's license and use of private vehicle required.
Additionally they will fulfill responsibilities related to incident, risk and quality management activities and assist the Director to maintain records consistent with requirements for qualification and monitoring.
This position will supervise and train assigned staff responsible for providing a wide variety of services. These services include but are not limited to fiscal oversight, supports coordination service, and mental health/intellectual and developmental disabilities' dependency assessments to ensure compliance with the Child Protective Services Law and the Juvenile Act. This position is also responsible for ensuring that all registered consumers have access to the available services through the County MH/IDD program, County assistance and social security administration.
A person in this position is expected to demonstrate the system of care practice model, which maximizes all resources around an individual or family. This system of care includes child and adult serving agencies and community partners that join with an individual or family to meet their goals.
This job requires the following documents to be obtained, reviewed as acceptable by the supervisor and re-obtained every five years: PA Child Abuse, PA Criminal History and FBI Criminal History.
Essential Duties
The ID Casework Supervisor will be responsible for ensuring that oversight and activities comply with ODP SCO qualifications as well as required quality and risk management activities. This position will also oversee and ensure the financial viability of the Supports Coordination Unit as well as FD/FSS consumer services. Additionally they will fulfill responsibilities related to incident, risk and quality management activities and assist the Director to maintain records consistent with ODP requirements for qualification and monitoring.
This position will supervise and train fiscal tech staff, assigned caseworkers and/or consultants responsible for providing a wide variety of services. These services include but are not limited to fiscal oversight, supports coordination service, and mental health/intellectual and developmental disabilities' dependency assessments to ensure compliance with the Child Protective Services Law and the Juvenile Act. This position is also responsible for ensuring that all registered consumers have access to the available services through the County MH/IDD program, County assistance and social security administration.
Essential Duties, Tasks and Accountabilities:
- Supervise and motivate staff responsible for ongoing SC service billing review and denial resubmissions, completion of consumer liability determination and notification, MA and waiver eligibility notification and processing, as well as SC and Home and Community and FD/FSS service utilization.
- Ongoing oversight of SC service billing and denials from PROMISe billing to ensure that the unit operates within the budget.
- Oversee, initiate and track consumer MA eligibility to optimize TSM claims.
- Oversee the FSS/FD Allocation for eligibility/needs approval and receipt submission.
- Oversee and ensure case assignment, transfer and closure.
- Supervise, motivate and train Non-TSM/Waiver staff through the use of regularly scheduled conferences and referrals to appropriate training.
- Assist with tracking and reviewing client information for emergent and critical issues.
- Assign caseloads and related duties, and coordinate staff counseling services to assist clients with emergencies or other crisis situations.
- To ensure effective service, produce, distribute and monitor reports and records reflecting statistical data on the number and disposition of cases opened, closed or transferred.
- Through individual and group conferences, assist staff members in analyzing case problems and improving their diagnostic and helping skills.
- Assist and oversee the caseworker's preparation of court documents and monitor their participation in court hearings.
- Coordinate case preparation through conferences with the agency's legal liaison, attorneys and collaterals, and attend all court hearings.
- Evaluate staff performance and make recommendations regarding personnel actions.
- Conduct or direct staff development programs.
- Provide and bill for needed supports coordination service in the absence of caseworkers.
- Serve as incident manager and ensure implementation and review of all Incident Management requirements.
- Provide information to SC/teams that is needed to follow up on incidents of concern.
- Review and summarize risk management trends to drive quality and risk management activities, including the submission of a semi-annual report to all AE's for whom SCO service is provided.
- Review case records and recommend specific actions to ensure quality of service.
- Ensure that all staff receive notice of and complete all required trainings.
- Ensure that all training is tracked and records are maintained in a manner useful to ODP monitoring requirements.
- Monitor, implement and maintain policies and procedures.
- Ensure that state regulations and County/agency protocol is followed.
- Maintain a positive public image in accordance with County and agency policy.
- Ability to take on managers' responsibilities in their absence.
- Perform other duties, tasks and special projects, as required.
Qualifications/Preferred Skills, Knowledge & Experience Minimum Requirements: The Mental Health/Intellectual & Developmental Disabilities Casework Supervisor may come under the provisions of the Child Protective Services Law. If you are being considered for this position, you may have to provide reports on your background from such sources as the Pennsylvania State Police and the Pennsylvania Department of Public Welfare. - A bachelor's degree with a major coursework in sociology, social welfare, psychology, gerontology, criminal justice or other related social sciences; and two years' experience as a Supports Coordinator;
or- Have a combination of experience and education equaling at least six years of experience in public or private social work including at least 24 college-level credit hours in sociology, social work, psychology, gerontology or other related social science.
- Must have a valid driver's license and use of a private vehicle.
Clarification of Requirements: The equivalency statement under "Minimum Requirements" means that related advanced education may be substituted for a segment of the experience requirement and related experience may be substituted for required education, except for the 24 college credits from an accredited college or university in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences. Unrelated experience or education will not be accepted.
Preferred Skills, Knowledge & Experience: - Bachelor's degree from an accredited college or university in Social Science or related field.
- Three years of job-related experience.
- Supervisory certification.
- Knowledge of child welfare, the child protective services law, Juvenile Act, and applicable Department of Public Works regulations.
- Experience with individuals who have developmental disabilities.
- Experience and knowledge in child development.
- Background and knowledge in social work and psychology.
- Minimum of one year of experience as a Caseworker II equivalent (EI Services Coordinator, ID Supports Coordinator, et al).
- Basic medical and psychiatric knowledge.
- Proficiency in mediation.
- Strong working knowledge of budgets, spreadsheets and interpreting audits.
- Strong knowledge of office policy and procedure.
- Knowledge of Part C of IDEA and early intervention regulation.
- Knowledge of Mental Retardation Bulletins.
- Knowledge of MH/MR Act 66.
- Working knowledge of SS/DPW system.
